Looks great. I think there's the possibility of tricking goose into leaking the openai key, but given this is all gated on a maintainer issue comment the risk seems low. We could consider using a new API key just in case we need to rotate it.

Adds a workflow that lets maintainers trigger goose on any issue by commenting
/gooseas the first part of a comment.goose will analyze the issue, implement a fix, and open a draft PR if successful.
